While the Masbate Airport was underconstruction, many vistors to Masbate flew to Legaspi. Passengers would use the Fast Craft from Pilar to Masbate. Pilar is about a 90 min drive from Legaspi.

Cebu Pacific increased the demand to Legaspi to assist in the high demand for visitors to Masbate from Manila or Cebu. There are many vans for hire from Legaspi Airport to Pilar and Montengro has also increased the amount of trips between Pilar and Msasbate City.
